Macaroff manifestó que Catamarca "tiene indicadores (económicos) pésimos, pero una fuente de ingresos que nos coloca como primer exportadora regional (por la actividad minera)", por lo que en su análisis marcó la necesidad de una férrea voluntad política para generar desde el Estado mejores condiciones que permitan aprovechar los beneficios de la actividad más importante que tiene la provincia.

"Hay que buscar un mecanismo de derrame de redistribución de recursos que permitan utilizar esta gran actividad productiva", afirmó el profesional condenando la excesiva cantidad de trabajadores ligados al Estado que, según dijo, siempre fue superior a la capacidad de absorción del sector privado e incluso en la mejor época de la Promoción Industrial (década del '80).

Macaroff comentó que entre 2001 y 2010 el incremento de la población superó los 30 mil habitantes, es decir más de 3.000 personas por año, en tanto aclaró que 2.000 personas se incorporan a la población económicamente activa y buscaban trabajo.

En este sentido, el economista sostuvo que de acuerdo a esos números "tendríamos que tener una tasa de crecimiento de la actividad productiva en el mercado de unos 2.000 puesto de trabajo por año, cosa que por supuesto nos fue inalcanzable porque ni siquiera en la mejor época de la Promoción Industrial pudo lograrse".

Para el especialista, la dependencia del Estado como principal empleador es una situación que "se fue agravando año a año".

"La estructura de la matriz no cambio en décadas y por el contrario, se agravó y se sigue agravando", señaló Macaroff.

"Se ha utilizado al sector público para dar empleo. No se han generado puestos de trabajo acorde al crecimiento de la población", manifestó el economista insistiendo en la necesidad de que el Estado tome una decisión política fuerte, capacite el recurso humano y genere las condiciones necesarias (servicios básicos) para poder articular acciones conjuntas con el sector privado.
